I have joined as Chairman, ASRB on October 13, 2011. I thank the Almighty for providing me this opportunity to serve ICAR family for a period of seven years. I also pray for His blessings to give me strength to select the deserving right candidate for the right job.
The prime mandate of ASRB is to recruit the best available scientific manpower to ICAR for meeting future challenges of food and nutritional security in the country. I am told that during the recent past, the ASRB has undertaken several innovative initiatives to streamline the recruitment and assessment system. Notable among those initiatives include: updated computerized data base of specialist advisors in all disciplines of ARS, development of systematic and transparent score card system for recruitment and assessment of scientific personnel, development of ASRB website and to establish state of the art online examination system for NET and ARS examinations with data centre at ASRB and examination centres at 23 ICAR/SAU institutes across the country. With the guidance and support of colleagues in ASRB and inputs from NARS, these initiatives will be further strengthened and upgraded.
Some of the high priority areas which ASRB would like to focus in the near future include : (i) clearing back log of pending assessments of scientists, (ii) holding of NET / ARS-Prelim examination in online from 2012 onwards, (iii) recruitment of skilled manpower and upgradation of skills of existing staff, (iv) construction of ASRB building and developing infrastructure, (v) creation of agricultural research manpower analysis and planning unit and (vi) updating of question bank and data base of specialist advisors. My experience of working in the ICAR system for last about 33 years at different institutes and locations will certainly help me to do justice in the present assignment. During all these years, I also had the opportunity to research and publish in varied disciplines covering agronomy, soil science, water management, forestry / agroforestry, horticulture, crop improvement, climate change, and animal sciences including fisheries. Further, working as Agriculture Commissioner with Department of Agriculture and Cooperation in the Ministry of Agriculture had provided the much needed exposure to agricultural development and policy initiatives of Government of India.
Problems in agriculture now are complex than in the past. To solve complex problems recruitment of competent scientific manpower and putting right person for the right job is need of the hour. To achieve this, every effort will be made for holding merit, integrity and transparency in ASRB examinations, promotions and recruitments.
On this occasion, I also intend to place on record the good work done by my predecessors for bringing ASRB to its present position. With the cooperation of my colleagues Dr.V.N. Sharda and Dr. S. K. Bandyopadhyay (Members), other officers and staff of ASRB, I am sure we will be able to come to the expectations of agricultural scientific community in the country. We will do everything possible to see that the performers are recognized, respected and retained in the system.
I will always look forward for suggestions from ICAR / NARS family members for bringing further improvement in ASRB examinations, promotions and direct recruitment system.
